Jill Hutchison is an experienced civil litigator and trusted advisor with a record of effectively managing complex matters through goal-oriented litigation, discreet investigations, and compliance counseling.
She has represented clients ranging from small business owners to Fortune 50 companies before state and federal courts and arbitration panels. Her broad complex commercial litigation experience includes matters involving fraud, breach of contract, disputes among partnerships and joint ventures, corporate governance issues, defamation and business disparagement, false advertising, and unfair competition. Ms. Hutchison has particular expertise in the defense of class actions and mass torts. She has managed multidistrict litigation, defeated class certification in multiple consumer class actions, and won summary judgment on claims under state consumer protection and unfair competition laws.
Ms. Hutchison has led litigation on issues of public importance and first impression. She was lead counsel for an association of more than 130 U.S. and Canadian cities in the interstate water rights case In re Waukesha Diversion. She argued before the Great Lakes-St. Lawrence River Basin Water Resources Council and regularly briefed and counseled the association and mayors of member cities on related strategic issues.
She regularly leads internal investigations and provides guidance on compliance programs and policies in both the public and private sectors. She has conducted internal investigations involving issues as diverse as state procurement, compliance with government contracting regulations and policies, financial disclosures, product defects, and sexual harassment and other employment issues. Her proactive compliance counseling experience includes advising a publicly-traded company on an internal restructuring and suite of policy revisions to mitigate a broad range of risks, providing employee training programs, and developing policies and procedures to ensure compliance with the laws governing public officials, state employees, and those doing business with the State of Illinois. She represents individuals in responding to investigations by the Illinois Office of the Executive Inspector General, other Inspectors General, and the Illinois Attorney General.
Prior to joining the firm, Ms. Hutchison was the Deputy General Counsel and Chief Compliance Officer in the Office of the Governor. In that role, she advised on a wide range of issues, including litigation matters, ethics and compliance, internal investigations, and employment issues. She spearheaded reforms related to sexual harassment and to State hiring practices, including in the long-running Shakman litigation. She was a member of the Healthcare Fraud Elimination Task Force. Ms. Hutchison began her career at Jenner & Block LLP, where she was a partner in the complex commercial litigation group.
Ms. Hutchison has a deep commitment to community service and has provided over 3,000 hours of pro bono legal services. She has served on boards and committees of a variety of Chicago-area organizations, including the Field Museum and the Junior League of Chicago, and is an elected Community Representative on the Local School Council for a Chicago Public Schools elementary school.
